Some context might help. For example, where was the picture taken? If it was in front of Balcony Bar, they are probably putas. But with no additional info besides a picture, don't expect a lot of serious replies.

Close, but no cigar. "Third Rate Romance" was written by Russell Smith of The Amazing Rhythm Aces, and recorded in 1975, on their album "Too Stuffed to Jump." Kershaw (and also Jesse Winchester and Rosanne Cash) covered it later (in 1994).
