I stayed in this hotel several months ago while in Bogota. It is located on Calle 74 in Chapinero. This area is just below the Zona Rosa. The area was very safe during the day and night. I only saw one gringo on the street and none in the hotel during my stay. I heard no English being spoken anywhere in the area, including the hotel. I speak conversational Spanish, so it really wasn't a problem. There were a fair number of restaurants around with very reasonable prices (no gringoes around, only locals).
There were a number schools/universities in the area. Lots of eye candy on the street during the week. There was a decent nightclub about a block or so away by the name of Oz. I went to this club several nights during my stay.
The hotel had a nice buffet breakfast that was included in my rate. I paid using AA miles, but the normal rate appears to be around $90 - $100 per night.
