The Dazzler Hotel is located at Libertad and Paraguay. It has 13 floors not counting the ground floor lobby and subfloors.
The Dazzler Hotel is listed as a "four star." I don't know how they rate hotels in Buenos Aires, but it's NOT a "four star" if a five star is the top of the line. At best, it's a THREE STAR.
I stayed at the Dazzler Hotel for two weeks in mid-September 2003. I stayed on the 12th floor. I booked my reservation through Mayra at http://www.argentinago.com/default.php
The daily room cost using the services of Mayra was US$40 inclusive of all taxes. This rate is significantly lower than the walk-up desk rate. I was also surprise that Mayra was able to get me a room here since I had checked several other hotel websites and the Dazzler was full for the days that I wanted. For these and other reasons, I would recommend using Mayra for future hotel reservations in BA.
From the Dazzler's website, it list these services:
* Newspaper of your choice (I never asked at the front desk for my complimentary newspaper so I don't know if newspapers are offered.)
* Laundry and Dry Cleaning (It's expensive to use this service through the hotel. I recommend using one of the two drop-off laundry services located on the corner of Suipacha and Paraguay.)
* Personal safety box (There is no in-room safe. The safe deposit boxes are located in the subfloor .)
* Internet available in all rooms (I didn't bring my computer so I don't know and I didn't look for any connection. The hotel does have one computer in the lobby area for guest to use for free Internet surfing.)
* Cable TV. (No English language news channels, e.g., CNN, FOX, BBC, MSNBC, but there are English language US made TV series and movies .)
* Minibar (A small refrigerator stocked with overpriced drinks and snack. Instead, stock up with your own drinks and snacks from the nearby DISCO grocery store located 1-1/2 blocks away on Talchuano between M.T. de Alvear and Av Santa Fe.)
* Electronic system locks (I guess they're referring to the door lock entry. Twice during my stay, I was locked out of my room and the front desk had to reprogram it.)
* Air Conditioning and Heating (I don't know about the AC since I usually left my window open.)
* Business Center (This is located in the subfloor area. I saw, but did not use.)
* Restaurant and room service. (I did not eat here except for the complimentary breakfast buffet. The breakfast buffet consisted of scrambled eggs, undercooked bacon, pastries, cereal, mixed fruits, coffee, tea, orange juice, and yogurt. The hotel is popular with tour groups so the small dining area fills up fast so you either have to go early or late to get a table. When tour groups have a morning outing, the breakfast staff can get totally overwhelmed and they can barely keep up with the demands of cleaning tables and resupplying the buffet table with food and beverages. )
As noted above, I was on the 12th floor. The room was too small for my preference, but adequate. My window overlooked Plaza Libertad where dog walkers walked their numerous charges. Barking dogs in the morning and traffic noise might be a problem if you're noise sensitive or a light sleeper, but I did not have a problem.
For me, I liked the location of the Dazzler. It is within easy walking distance to Hook, Cattos, Ness, Cafe Orleans, Cafe Excedra, Florida Street. I could also easily walk to my two favorite brothels at 1707 Santa Fe and Larrea 1072. It's a good hike to the Recoleta area, but still within walking distance for me (at least when it's not hot and humid outside).
I've been told that the hotel is chica friendly, but I didn't have any guest.
As noted earlier, this hotel is popular with tour groups. While I was there, two large separate groups of French and German tourists were there.
For US$40 per day, the hotel is worth it if you're only staying for a week or less. I wouldn't pay anymore. If I was staying for two or more weeks, I would stay in an apartment or apart-hotel in the same area as the Dazzler Hotel.

Since the rooms in this hotel do not have in room safes. How trustworthy are the boxes downstairs.

Back from the dazzler.
I was on the 13th floor, a small room but it came with the outside terrace, which the girls love. Little outdated, but clean sheets, clean bathroom and no odor. The bed was a bit spongy.
Nice staff, no problem bringing them up, No ID, No questions.
I really enjoyed the location. Walking distance to florida st. easy cab access etc..

OH! shitty, free breakfast. and when your bill come for the rooms, you may want to avoid paying by CC. They have to convert the US rate into pesos and they convert with a made up, high rate like 2.99
