Getting a student visa is very very very tough. Hell, getting any type of visa for South Americans is tough unless they are from a very affluent family. I met a girl in a strip club in the USA last year. VERY interesting as her parents lived a few blocks from one of my apartments in Recoleta.

She got a tourist visa because her parents owned a ton of property and had a ton of money in the bank. Her dad also knew many politicians. These are the type of people that get visas.
