I have spent the past 1.5 years living in Thailand (Bangkok and Pattaya to be precise) and now I am ready to move on to other pastures. I have been in and traveled around Asia so I was thinking about trying (retrying, actually) South America. The places that come to mind as being compatible with my desires are Rio, BsAs and Cali. So here I am asking for advice from those who are expereienced in South America.

My minimum requirements are:

1. that better than average looking women be easily available to a middle-aged Black American male whose looks are average at best.

2. the area is relatively safe for Americans.

3. the area have some redeeming attractions or qualities other than the women. (i.e. there are things to do other than drink one's life away, whore around, sleep, or "hang out".)

4. living in the area costs less than living in decent sized city in the USA. (For comparison, I spent less than USD$1,000/mo. living in Bangkok; was quite comfortable; AND was able to find a local GF as well as dabble a little in P4P.)

Once those requirements are met it would be nice if:

5. a local job (with appropiate permits provided) could be found by a well educated American with experience. (This doesn't have to be a high paying job but it MUST be legal in all aspects. For example I worked in Bangkok at a University teaching. The salary just barely covered my costs but they provided a work permit so that I didn't have to make "visa runs". However, I wouldn't turn down a high-paying job if one were offered. I just need to work so that I don't get bored out of my skull after a few months and the money would allow me to stay longer than if I just living on my savings.)

6. foreigners are allowed to own outright land and other real-estate

So, what are people's opinions regarding these three cities in relation to the above requirements?
