Edifico Torre Del Reloj Apts
http://www.travelnet.cx/cartagena/reloj/index.html
$25 to $40
This 400 year old buiding is situated in the Old City, in the middle of the night life area, so unless you are out enjoying the nightlife can be a bit noisy at night.

My stay at the Edifico Torre Del Reloj was decent, but didn't go all that smoothly. I was given incorrect and insufficient contact information and had a few problem with the apartment. I stayed here three nights. I'll go into more detail in my report, but to summarize here, I can barely give a lukewarm recommendation for these apartments.
On the plus side, the location was nice, the furnishings were good, the view from my balcony was great, and the price was right at $40 per night.
As for the cons, the story of my arrival (to be described in more detail in my report) got things started poorly. The entrance is unimpressive, particularly at night when it looks more like a deserted building than lodging for tourists. Security goes home for the evening and the entrance and stairs are not very well lit. The stairs were hell to climb, there were a lot of them and I'm in relatively good shape. It was hot, but I still would have appreciated the option of a blanket rather than only white sheets. There was also only one towel with one spare I found by opening a linen closet I discovered on my own while searching outside of the apartment itself. The locks on the doors seemed ancient and were relatively difficult to open at times...and the poor lighting did not help. Electricity and air conditioning failed the second day. The electricity came back, but not the air condiditoning. Finally, I noticed an ant problem the third day.
Some pictures:
L: This is the building. My apartment was near the top.
R: A view from atop the stairs, you cannot see the ground floor.
L: The kitchen. The entrance is out of view to the right.
R: Two couches, a dining table, and the small bed to the right.
L: Bathroom was OK, but I don't like this style of shower.
R: At least the view was great, assuming you don't mind heights.
If you decide to stay here, it might be a good idea to confirm that the manager's cell number is correct before you arrive in town.
