IMO you haven't provided enough info on your preferences... what you've provided describes locations in each country perfectly. For us (me) to advise I'd need to have you in addition consider the following:
beach or mountains, or neither
city or village, resort area or other
climate
food
language
safety issues
other interests (which may suggest one country vs. other)

Head for Santa Marta, Colombia. Wife and I were apartment hunting about four weeks ago in SA and found many, many places in El Rodadero for less than $40.000 USD, several on or less than a block from the beach.
We will likely remain in Bogotá because it is just too damn hot guess and I am acclimated to Bogota's cool weather. Prices in SM are, in general, much cheaper than Cartagena. $900.00 US(roughly $2.070.000 pesos) should be enough-not king like but comfortable. We will make this our principal beach getaway.
Ability to make your way in Spanish is very important. Way past the, "Una mas cerveza" stage.

My advice is this. If you want a porno experience then Rio. If you want a girlfriend experience, then Colombia.
