None of the Savoy hotels in Rio allow "sex tourism" at all.

Things change in Rio all the time, however you still have alot of options. You dont need to use your room (alot of mongers actually prefer to use love motels). You can get a room for anywhere from $R40-80 lots of places....which is not much more than the typical $R50 guest fee most hotels charge....
I just checked the Rio board and there is a report from 12/05 that said guests are fine. I was actually in rio in Dec and they had a sign (in english) at desk saying "no sex tourism"....
