I could not find an ATM that works in BA early Monday morning between about midnight (12:00) AM and 5 AM.
I went to about 10 different banks in the Cordoba / Florida Street area.
This must be the times the banks are doing computer maintenance of their systems.
While this is not the most important thing in the world, it might save you some trouble to realize that there are times the ATM's do not work here.

HSBC always work for me, even at 3am.
Citibank was always out of money, funny thing is I see locals using the citibank alot. Why? rates are pretty much the same and I know citibank will apply fees.
Now if the entire downtown is empty, the riverboat casino is always filled. They have 3-4 BBVP ATM's.

If you notice, most of the ATM's that take foreign ATM cards or credit cards all have a 'Banelco' symbol on them.
I have been to BA about 20 times in the last 6 years. This is absolutely the first time I was not able to get money out of an ATM.
Based on this, I think early AM on Sunday mornings, they are down for system maintenance.
