Wondering if any can offer tips or advice to a wheelchair user visiting BA for the first time. Need to add that I have friend living there and will be staying at a hotel, also I can walk short distances so I'm completely chair dependent.

Goodsam, I wish I could give you more information. One thing very good about BA is that there are plenty of inexpensive taxis. So you can go most anyplace you need in BA. Also, if you can get the taxi off a busy street, you should be able to get the guy to put your wheelchair in the trunk or the front seat.
One thing that I would be particularly careful about there is that drivers are crazy there and I would not want to play chicken with any cars.
So if you can walk a couple of blocks and not be in a rush, I would just plan on using taxis. Make sure you call for your taxis to pick you up, or only get a taxi on the street that has a "Radio Taxi" sign.
If you can live with the use of a taxi and can walk in and out of a building, I think you should do fine. You might not have as much ability to go around like a tourist walking can, but otherwise you should do fine.
Another thing, compared to the other parts of South America, Argentina considers themselves to be a European country. As such they try have social programs for the their citizens. So it is not uncommon to see people in a wheelchair in BA. Therefore, I think that you will find most people in BA sensitive to your situation a want to help or take you into mind if they see you, or that you might be experiencing some trouble.
Good luck on your trip and I hope you will have fun. I think you will even find some of the female types in BA that would be more then happy to spend time with you and will treat you in a manner you would enjoy.
