Whiskeria

Can someone tell me the what the deal is with a Whiskeria? I know that many Termas have a Whiskeria associated with them, but is it common (or even likely) to have a Whiskeria that is not associated with some form of P4P? In other words, if I show up at any old Whiskeria, is it likely that I am going to meet a GDP? And more important, is it possible that I could go into a Whiskeria and and find NO GDP's?
Anyone care to educate me?
The reason I bring this up is that I have heard about a couple of Whiskerias soon opening in Centro and I'm tryng to figure out if these are new venues for P4P or just bars.
