sorry, I have written (not at club hombre) reports about a dozen of cities in Brazil. I almost made it to Sao Luis, but I had to skip it.
If you dont speak portuguese, then you might have some trouble to research a town like this.
Search the internet, and international news stands, for the classifieds of that city!!

Best is to pickup city guide at the hotel when you arrive. Last half of guide will contain ads for the hobby. Look for boate, sauna, American bar. Then ask hotel attendant which places have the best looking girls.
If you are staying over a week or so, you may want to check into hobbying in Fortaleza or Recife, you will be right between the two cities.

Also this is not Rio, expect to pay garotas between 50 to 100R, 100R should give you LT.

Sao Luis is off the beaten path, to put it mildly, but a cool tourist city, nonetheless. Mongering is another story, it's a pretty conservative town and there's not much of a middle class/businessmen to sustain a decent pro scene. I'll try and give you some tips, but it's been a while since I've been there.
First general observations:
Sao Luis is between Fortaleza and Belem (mouth of the Amazon), about 1 hour flight/12 hours bus from either. By plane it's about 5 hours from Sao Paulo. Be aware that unless you are flying with a BrazilAirpass, domestic flights in the far Northeast of Brazil are very expensive (I priced Fortaleza-S.L. at US$400 in August). Climatically, it's right on the border between the dry semi-desert of the Nordeste and the humid Amazon, so don't go during the rainy season (Jan-June, but I could be wrong), and expect it to be hot as balls (make sure you have air-conditioning). Don't expect anyone to know how to speak English around here. Learn some portuguese.
S.L. is on a hilly island, and has an old colonial section and a "new city", along with various good beaches. The colonial section of town (cidade velha) is beautiful, French and portuguese colonial architecture from the early 1700's and not completely touristed-out (yet). The new section of town is nothing special, just a small city. The beaches are good in that they water is clean and always warm, with the usual palm trees behind - typical Nordeste beaches, but nothing spectacular. Praia Grande has the best nightlife (although no pros) - expect LOTS of reggae. Also, the beaches are somewhat far (20 mins by car) from the city center.
However, S.L. is a jumping off point for some fantastic "eco-tours" up and down the coast (if you like that sort of thing... I love it). The biggest attraction is the "Lencois Maranheses" - a Conneticut-size area of pure white sandunes by the ocean. Imagine Lawrence-of-Arabia type desert with sparkling blue lakes between the dunes... beautiful. Then there are tons of jungle/islands/beaches-type scenery along the coast. You can spend days chugging around on a rented fishing boat and goign to remote islands (the type of nutty stuff I like to do), or you can take a 4x4 jeep "savanah" trip from S.L. to Fortaleza - well worth it, especially if you stop at Jericoacoara, goign from the Lencois to the Parnaiba Delta (a micro-version of the Amazon Delta) to the fantastic Ceara beaches. (3 days, couple of hundred bucks a person). Ok, that's my spiel for the tourist stuff. The area really is fantastic, but if Rio is like visiting New York, then this is like visiting Montana (just to give the American equivalents). Expect to "rough it".
Mongering:
Welcome to Montana! No Saunas/Termas/Clinicas, no Boites, a few whorehouses that would probably have you longing for Vila Mimosa in Rio...
The local women are the usual far Nordeste Indian/Portuguese mix with, unfortunately, only a little bit of African. However, the Dutch and French both invaded Maranhao 300 years ago and left enough genetic material to produce the occasional beauty. (OK, you may now flame me. IMHO, unless a brasileira has all three races - Indian, European, and African, she's not going to be truly beautiful). But it is still Brazil, so you may have to dig, but you will find some stunners...
As for the scene itself, it's very weak. There are some streetwalkers in the Centro - Nordeste streetwalkers are safe, unlike southern Brazil. Check the streets around the Hotel Vila Rica at night. During the day, try two beaches: Calhau (preferably) or Sao Marcos, hang out at the beach bars (grass huts) and ask around. Other than that, you've got two options. There's the classifieds in the local newspaper (Diario Maranhanse?), there is only outcall, no agencies advertised just freelancers (not neccesarily a bad thing). But it's luck of the draw as for what the girl looks like... at least it's VERY cheap R$60 for 2 hours - that's 18 bucks or so. If you want to go that route, try telling them to meet you at a bar so you can check them out first. That way the worst that can happen is that you are out a cabfare. Option two, as alwasy, is ask the taxi drivers. Supposedly there is an area of small whore-houses, somewhat liek Vila Mimosa - i.e. skanky. Ask the cabdrivers where it is. Spend some time there and you're sure to find a diamond in the rough. In general, you're best bet is to make friends with cabbies, hotel doormen, and bar owners and then ask. Of course, some portuguese is essential. And, as always, if you've got game (and great language skills), the local non-pro girls got plenty of game. AS I wrote above, this is still Brazil!
Well, that's it! Bottom line, if you are planning to go to Sao Luis purely for mongering forget it! If you are going for tourism, it's a great place, but you may be reduced to 5x1 sex...

One correction on the racial make-up of Sao Luis girls. I have learned through some research that there is a strong African influence here (along with white and Indian) due to the fact that it used to be a slave port. Lots of descendents from the Bantu tribe.
One the other hand, I have heard mixed reviews of the girls...apparently, not exactly upper echelon quality, particulary if you are into the "Jennifer Lopez" / "Penelope Cruz" / "Salma Hayek" genre of girls.
I'm hoping to learn more when I head there this year.
