I am interested to move to Medellin next month and I am looking for an apartment to rent BUT NOT those apartment for tourist, just a regular apartment. Can someone tell me the price and good location pleae??

A regular apartment can be even more difficult. You may have trouble finding anyone who would rent to you even if you pay all of your rent up front. They do not like to rent to extranjeros. To clarify, if you want a six-month rental and offer to pay 6 months up front, you still may not be able to rent.

Why they dont like to rent to extranjeros?? In rio never had this problem !

They know that extranjeros can hop the next plane never to be seen again. Even if your rent is pre-paid for the term, you could have damaged the place.
They don't easily rent to Colombians, either. No fiadores(guarantors who own property in MDE and have jobs. Pension income is meaningless), no apartment.
I know nothing of Rio, but I have lived in Colombia for over 6 years. There is no logic to anything here.
