I think he is referring to the old KM11 brothel district outside of Phnom Penh, Cambodia, so named because it was located at the 11 kilometer post on the national highway out of town. But yes, I agree that was an odd way to start a thread.

I formulated a fantastic sarcastic answer to this thread. But even though I am drunk right now..... I had the good sense NOT to click "Post Message" since my post would have undoubtedly been profoundly offensive to Cambodians, Mexicans, and white people who inexplicably try to merge the two dissimilar races.
That court ordered counseling must have had some positive impact. I showed restraint. I didn't click "Post Message". Isn't everyone proud of me????? I did good. I was socially responsible.
