Do the chicas in Nogales who work at the strip clubs like Rio's, Placers, Lipstick, etc carry health cards and get periodically tested for diseases like in Tijuana. I would appreciate any feedback on this?

No they do not.
Health cards are issued to sex workers who work in brothels or in a defined "zona roja" or tolerance zone set aside in most cities.
The area around the Nogales strip clubs are not zones of tolerance and as such, prostitution may not be legally tolerated. In addition the strip clubs are not held as brothels, but as "entertainment/night clubs". The girls are not required to have health cards to work there and the police/health do not come to inspect them if they had them. Some of the dancers may have health cards if they worked in another jurisdiction, or if thet are required to have them in Nogales if they worked at the Congo. Keep in mind that most states as well as cities issue their own health cards for sex workers. They are not neccdesarily tranferable and I think most girls prefer to have it that way. If they go out of town to work as a "hostess" or "waitress" and do not want their identities known at home, having a health card is a giveaway for what they do.
If the clubs were requiring health cards, it would be a giveaway to what really goes on there(as if anybody doesn't know!!! LOL) a defacto admission that they are in fact brothels and they could be kicked out of the area.
This is the prime reason, there are no real upstairs rooms at the clubs. Cubicles, with no beds, only chairs, are allowed. Owners of businesses in Nogales frequently have semi-living quarters in their place of business, bedrooms can be allowed. (These are the VIP bedrooms at Placers and Lord Black's)
I remember a few years ago the Unicorno had the spiral staircase to go upstairs to the hotel rooms. TJ municipality made the owners remove them to show that unicornio was not a brothel, but a strip club.
There is no doubt Nogales knows what goes on in the clubs, but as long as they play by the rules, they'll let them go 'ahem' ahead with what they do. They will not allow a zone of tolerance or redlight district to form there though. Having the girls have health cards would admit that it was this very thing.

This Elizabeth chick is cool. The last two times I have come down, she insists on coming to my hotel(no charge!) The first time we had no condoms so she hired room service to go get some. Last time she brought her own. She is really sweet and doesn't seem like she should be in this line of work. I have gotten calls from her at home in AZ a few times. I would pursue it but I am interested in too many girls down there. Right now I am trying to get papers for Janice of Placers. She promised to come stay with me if I can.
