It took awhile but I finally found this place after parking my truck downtown near the market and hoofing it down Avenida Benito Juarez. It is at the intersection of Benito Juarez and Alejandro Quijano in the central district.
When I entered the hotel some Mexican men in the lobby asked me what I was looking for. I told them "masaje" and they directed me up a flight of stairs onto a very steep staircase (almost a ladder) to the actual roof of the hotel.
