There are reportedly five golf courses around Puebla:

El Christo, which I have little information about, may be in Atlixco. It is almost certainly a 9 hole course in a fraccionamiento (gated community).

La Huerta, in Cholula, on Prolongación 15 Pte (or 15 Sur, I can´t recall), is a 9 hole course in a fraccionamiento. The campo is rectangular, which will give them some flexibility in layout, but basically pretty tight. There are two long holes, bend around the outer perimeter, and 7 short or very short holes. The terrain is a little scruffy, but there are good hazards (three holes have water, many of the rest have sand) and it´s at least a little challenging. Greens fees for non-members are $325 week, $450 weekend.

Las Fuentes, another Fracc. 9 holer, is on the northwest side of the city out beyond CAPU. The fracc. has houses within and without, so the course is a big donut sandwiched between the "inside" and "outside" houses. The campo itself is absolutely gorgeous: obviously they've been in business longer than La Huerta, and they're probably doing a better job watering. (It wouldn't surprise me if they had installed septic systems in all the houses and used the course as the drainfield: free fertilization complements of the socios.) At any rate, this course is more expensive and less challenging than La Huerta. Greens fees were $530 during the week, I don't know what they are on weekends.

Club Campestre de Puebla, aka Mayorazgo, is an 18 hole course that has been around a while. I emailed the manager before coming down and basically got blown off, so I didn't play. He did inform me that the greens fees are $800/$1600, but then made it seem that non-members were unwelcome.

La Vista. Ahh, La Vista. This is the new club, and it is rightfully delightfully famous. The PGA plays through here every couple of years, so bring your 'A' game. Greens fees start at $2400 for guests of the hotel during the week, and go up. I weaseled in as a guest-of-a-guest-of-the-hotel and threw out the $2400 before anyone could ask for a different amount. My buddy mentioned that he thought the weekend greens fees for the public were around $6000, but didn't give me his source.

A final note: I started playing the week I arrived, and the dry air and altitude kicked my ass. I was on my 15th hole (second round playing La Huerta) when I started hallucinating and staggering around. About a gallon of sprite and 4 beers later I could walk straight again, but it's an important lesson: the air and the sun are leaching water out of you all the time, and if you're not already accustomed to the altitude (after a week in the DF I thought I was) then you're in for a world of hurt.
