There is a bank that is just two blocks away from the New Garden which will accept your ATM card.
To the left of that bank is an office complex. On the first floor is a place that supposedly offers the best exchange rate. The hotel was giving me 36, the black guys in the street with fists full of cash were giving me 36.5...but the exchanger on the first floor of this building gave me 37.

Send an email to the hotel before you go asking what their exchange rate is. Then figure the guys on the street will give you a half peso better deal and then someone in one of those offices will give you a peso better. When arriving at the airport, check with money changer there and ask how much they will give you. Compare the rates and go with the best one.
You can do business with the vendors and ladies in US dollars versus pesos. You have to figure the locals know where to get the best rate.
I didnt put too much thought into it so you may want to mull it around and see what is best for you. Some of the locals seem to prefer getting paid in US Dollars.
