There is practically no useful information on Cartagena, so I had to figure it out myself. In a nutshell:

1 - Hotels universally block girls from coming in with you and so do many apartments as well. To have a secure base, you must have an apartment whose owner is monger friendly, and you have to discuss this frankly BEFORE you get there.

2 - There are touts on every beach but to get the best deals and girlfriend experiences, you have to go to the old town and negotiate directly with talent.

3 - Best places to find talent are: The clock tower square which turns into a whore house after 11pm. Clubs nearby to the East and North of the square, such as Electra. There are touts everywhere to guide you.

4 - There is practically nothing going on anywhere before 10pm, except on the beaches where touts will get you action 24/7. The action becomes even better after midnight. No need to go to places with a cover. There are plenty of joints with no cover that are packed with women.

5 - If you are stuck in a hotel or live far away, you can always hire a taxi to take you to a love hotel. I paid 20 USD for two hours.

6 - Nobody speaks a word of English, so load a translator to your phone that works even when you're offline.

7 - A lot of girls of Venezuelan and only have ID's not passports. Most Colombians hate them and hotels will try block them.

8 - The best way to transfer money is to bring cash and go to an exchange in the old town. You have to provide a fingerprint, which is bizarre.

9 - Deals with Venezuelan girls can be had for $100/3 hours or $200/all night or $300/24 hours. You could not beat this in Bangladesh.

10 - Try to fly in direct. Transfers in Bogota are a nightmare. They changed my gate 4 times and didn't even bother to announce anything in English. American airlines are way better than Avianca and worth the extra money.

11 - The Venezuelan headquarter is Barranquilla near the border -- a $70 cab ride from CTG. Action is supposed to be even better and cheaper there. A lot of Venezuelan girls live there and only commute to CTG for business.

12 - Escort services do exist, but I was not able to get a response from any of them.

13 - The preferred app for girls and touts is WhatsApp.

I was there long ago and wasn't a true monger then but it seems it has gotten more cosmopolitan the place.
as far as the nightlife and the ladies, i couldn't say much. beleive if i go there i would look for an apartment to spend my time there.
travelling between towns by land i would be very careful as far as personal security, you're in colombia and last thing you want is to run into kidnappers. only places i've been there are bogota and cartagena.

I haven't been to Cartagena since 2001. I like the weather much better in Cali and Medellin. But I did enjoy the action there and I'm thinking it's much better now with the influx of Venezuelans.

Note: I'm assuming the prices Pussyboy listed are in Colombian Pesos and in thousands. If he actually paid those amounts in US Dollars, he got immensely ripped off.

I am pretty certain that they are in $USD.
If you think you are going to get a Venezuelan or even Colombian hottie for less than $ 100 USD for 3 hours, you are sadly mistaken.

All prices are in USD, and they roughly match Bangkok prices. I go to BKK every year and am current of the scene there. I don't think you can go lower than these prices anywhere but if anybody knows better, I'd like to hear the specifics.

Those are good prices. Comparable to what I encountered in Medellin over 2 trips in the last 3 years. $200 US for all night is great value especially considering how hot some of these girls are. Anything less is likely not easy to find for a tourist just dropping in, or will come with a trade-off in hotness.

Haven't been to Cartagena yet but it's on my list.

The olde Doctor is soon heading back to both Cartagena and Medellin.
One way of getting around the visitor restriction is to secure a private villa. I have one booked in the Old City for next month.
The other program is to slip security a folded 20K peso note. I have found that always works!

I used Tinder for day action and to make "friends" and for a massage in my apartment.

It worked great, I did do a report on my first trip there a year ago.

I found that I was able to get great times in for usually 2 hours for about 150k to 200k pesos. I never dealt in dollars.

I heard that the discos late are expensive if you are looking for girls there. I loved exploring and flirting and did so as much as possible in the square.

i did a air bnb for a week and did ask ahead of time about girls.the host had no issue. They had security at the apartment and like DR J i did slip a 20k note. my apartment was $40 a night and usually had 2-3 chica per day.

Bring talent with you. There is limit hunting p4p action in Guanacaste. Unless you do the online app thing of some kind.

You may get lucky striking up a conversation with a random girl but you will find not all of these girls will want to play for money. I have noticed there is a developing middle class in the CR and not all the girls are down to be “non pros”. Of course your mileage may vary.
