La Union is an area close to Baguio. The beaches are not refined here but it is a nice place to get away from the cool air of Baguio or to escape from AC.
From Baguio, the only way to go is to grab a bus in downtown Baguio headed for La Union or Bauang Beach. Just tell the guy collecting the pisos for your ticket on the bus where you are headed. The ride was down some winding roads and took about an hour. You can also get a ride with Fly the Bus Swagman in Angeles. The other option is to hire a taxi at about 3,000 pisos each way...not worth it.
We were staying at the Bali Hai Resort. You can make reservations at Beeline Travel in Angeles. Make sure that you make reservations with Bali Hai and not Bali Hai East. The rates are 1050 per night and includes breakfast for one. I have included some pics of the place. Nothing fancy, just some smal bungalow's with AC. The room includes a fridge and a tv as well. There are plenty of places to stay in Bauang Beach. We pretty much ate every day at the resort and the food was good. They have an extensive menu which includes Indonesian and Japanese food that is pretty good.
The only thing to do is lounge around and take a boat to the surrounding areas....oh and fuck too.
Here are some pics:

I have it on good authority Fly the Bus has stopped the Angeles Baguio run.
I suggest the aircon bus from Dau (the way I get there)or private hire.

Call Gerry. He does the Swagman leg of the trip in a van: AC to La Union (php 850) or extra 1.5 hours Baguio M/w/F; Return to AC T/Th/S ( I think 850 also). He was really cool, and made several stops when my GF and I drank too much on the trip and had to go often! Stayed at Bali Hai and it was fine like you said. Gerry seemed OK with Baguio.
I know people who fly from MNL to Laoag and drive the 1.5 hours to La Union, so that may be an option. Don't know if there's a flight there from Clark.
Went in late June and after 3 days of rain had nice weather so I moved to San Juan beach. Too bad the surf was tiny. Wish I could go in Sept/Oct. Sebay Surf had no hot water, but San Juan Surf Hotel was excellent, but their wifi was inconsistent.
Incidentally, I checked out the surf in Pundaquit (35 minutes from Subic) but got there either before or after the surf from the storms. Really nice water with beautiful offshore islands to bring the honeyko.
