Area Breakdown:
Providencia - Best area to stay in. Located between Centro and Las Condes and seems to be where most of the escorts lived.
Centro - Business District. Lots for tourists to see here.
Las Condes - Upscale District where more of the upscale and very expensive nightclubs are located.
Accomodations:
I've only been to Santiago once and can only comment on two places. I stayed at the Radisson Hotel in Las Condes and the Menorca Apartment Hotel in Providencia. I did not bring any women back to the Radisson, so I do not know about their guest policy. Otherwise the Radisson was a nice place to stay my first night for convenience of hotel check-in. Transportation:
Most cabs are metered with reasonable rates that should run you no more than 2.5k/$5 for most trips. Make sure the meter is turned on after entering. Rates are higher in the late evening. You can save lots of money and get some light exercise by taking the subway for 50 cents and walking.
THE SPICY STUFF
Escorts:
Recommended but moderately expensive to expensive. Escorts were my personal preference for Chile. The sites Relax http://www.relaxchile.cl/ and Sexo http://www.sexo.cl/ are the best options. Saving the pages in advance is a good idea if you want the photos since they might come down at any time. Rates range from 30k pesos/$57 to 150k pesos/$286. For the quality of looks I desired I payed an average of 80k pesos/$152. Most offer both incall and outcall, but I often chose incall after learning that a number of them room together. Using this strategy I was able to see several more women that I was interested in without having to make the date arrangement. Consequently I didn't choose any of them except for one, and only because it was a threesome with the best provider of my trip. It's best if you can speak and understand a fair amount of Spanish to meet many escorts where they live to get cross streets and directions unless you have assistance. However, as long as you can write down the address, your cab driver should be able to help find the place.

Apartment Incall:
Recommended, but not my cup of tea. These are mostly located via newspapers ads, El Mercurio being the largest paper with the most ads. The incalls are listed under Saunas. Touts and many cab drivers should also know some and may receive small commisions for bringing you. I saw approximately eight in one building on a guided tour and two in another by appointment but I didn't spend money on any of them as the looks of the ones I saw didn't meet my standards. Rates were lower starting at 30k pesos/$57 but can go as high as escort rates for "exclusive" models. The only problem is you cannot see photos of them in advance.
Upscale Nightclubs/Stripclubs:
Not recommended, ridiculously expensive. I only visited one club called Fabiano Rossi at Providencia 705. The club was clean, well-lit, well-decorated, and well-staffed with no cover charge, but I was quickly put off by the drink prices of 10k/$19 each, even for your own bottle of water. I met a gorgeous Peruvian and eyed some very sexy Dominicanas, but I was unwilling to part with at least $80 in drinks between us followed by what I expected would be a ridiculously high quote.
The more popular upscale places are in Los Condes along Vitacura. The best known seems to be Platinum Club. Cab drivers and touts will try to bring you to these clubs to collect a commission. With or without them, you still pay the same price from what I hear. Entrance fee is 20k/$38 and covers 2 drinks. Drinks for your female companions are 20k/$38 or more each. I believe there is an exit fee if you take them out of the club and I've heard their quotes start at a minimum of 150k
Midscale Nightclubs/Stripclubs:
Recommended, medicore to good quality but inexpensive to visit. I visited two of these in Centro, KIM and Oliver. These are much less expensive than the upscale clubs, but the women are correspondingly less attractive. I considered several worthy of spending some money on and took the plunge with one at KIM. Both places charged an entrance fee that included a drink. I forgot to write it down, but I believe it was in the range of $10. Drinks for the women were reasonable. My encounter with the dancer at KIM took place publicly in an upstairs VIP room that was very dark. I could still hear and see two other couples having sex. My understanding is that you can pay a fee to take them out of the club, but that it will run you an additional $40 - $100 not including the higher price for the dancer.
Low-end Clubs:
Not recommended, cheap but dirty with horrible quality. I found discussion of a place called Pussycat that offered very inexpensive sex but was of very questionable quality. I found the place but it was operating under a different name at the time of my visit. Don't bother, the mall where it was located was decent, but the establishment and the women were disgusting to the point of being surreal.
Cafes with Legs:
Not recommended, not worth the effort for the quality. Cafes with Legs is the actual translation for these "Cafe con Piernas". Basically they are just cafes where waitresses serve you drinks in skimpy outfits and often spend some time chatting. I found considerable discussion of these but my personal experience after visiting many was that I only spotted two women I was interested in and they weren't available. Most of the waitresses were of low to average quality and were still usually outnumbered by men. The cafes are not for prostitution, so you'll need to arrange a date outside of the cafe if you find a willing participant.
Discos/Pubs:
Not recommended, not worth the effort. Most of these considered possible to pick up freelance activity are located on Suecia, a well-known street for young adult evening entertainment. The information I found identified "The Green Bull" as the best place to find potential freelancers. I stopped in on early week, mid-week, and weekend nights and found no women that appeared to be working. Most women were with guys, and the weekend night seemed to be at least a 3:1 male:female ratio.
To put all of this in perspective, here is a brief outline of my trip, tourist activities excluded:
Day 1/Monday: I arrived in the early afternoon and took a hotel shuttle to the Radisson in Los Condes. Day 2/Tuesday: On this day I checked some other accomodations and decided on the Menorca, but they didn't have a room available until Thursday. I received an email reply from an escort I wrote named Petra, but she wanted a ridiculous amount of money and I didn't even find her that attractive from her photos. We wrote back and forth a few times, but nothing came of it. In the early evening I went for the top pick among the escorts, Siori from Colombia in the Providencia area. Day 3/Wednesday: I went downtown where I stopped by the Angel Town cafe. The manager offered to let the waitress I like show me around downtown for an hour, so we did that.
