I visited PC again from 04/24 to 5/3/08, after my first visit in February. Thanks for the expanded report. Particularly timely for me as I have just arrived in Panama City for a few days (work and play). Staying in El Panama hotel for the first time. A couple of updates:

Immigration is really cracking down and doing spot checks down there. My last Saturday night during this trip they were putting folks (6 or 7 each women and men in vans when I arrived). I later found out it was the third time in 3 weeks. Then on my recent trip on Sat night they had avenieda Uruguay blocked off for inspections around La Bogedita.

Be careful with the real estate deals as you should pay well below market and pre-construction prices. Many folks bought several units a year or more ago putting the required 20% down with the remainder due upon completion of construction when things were going great. Their cap has been crushed with the HL situation here, so they can't close and have to find a buyer or lose their DP. Their still building like crazy so with mostly foreign investors the bottom will drop out soon. A lot of kickbacks and UTT deals going on.
