Has anyone been affected by the recent changes in TelMex's system? Not too sure if it also affects b.c., it definitely affected Sonora.

My favorite didn't even know that the numbers had changed on Nov 17th. I tried to get through in 3 different "Casetas Telefonicas" and they didn't know how either. Finally I saw an article in the daily paper (in spanish) that tried to clarify it, but merely made it worse. Somewhere in the numbr (for TJ) you add a "64" (at least sometimes). I don't know how to call from the states.

Ok, once again, it used to be 011-52-6-nnn-nn-nn, now it will be 011-52-664-nnn-nn-nn (for Tijuana). There is an overlap of a couple months apparently when both numbers will work.

So from the US it's 011-52-664-nnn-nn-nn (for Tijuana).
What about in TJ? I swear I can't figure out the pay phones there. I tried dialing the # just as it was given to me (cell phone number), and got a recording every time. My Spanish isn't very good, but I think it was telling me what a stupid gringo I was.

Any regular number in TJ from the US is now: 011-52-664-6-xxx-xxx
But cells are different: dial 044-664-6-xxx-xxx. However some cell phone are: 044-664-4-xxx-xxx.
If you call a cell phone in TJ from the US the recaiving party has to pay, therefore many chicas block international calls on their phones. If they switch off their phones, most will give you a default message and only very few have a voice mail.
It is often easier to take your number to any of the public calling spots. I use the pharmacy on the westside of Const btw 1st and 2nd. They dial for you, let you know how the number has to be dialed and the price is not much more than with the nortel calling cards, plus your menoey will not run out and interrupt the call.

The first digit of a local number is usually 6, but not always. If you only have the last 6 digits of the number it has probably been around a long time and has had a 6 added on the front. Some newer numbers have 4, 5, or whatever (mainly cellulars). Anyway, if you have the 7 digit local number x-xx-xx-xx...
x-xx-xx-xx if calling to a local landline (home/office/payphones, etc.) from a local landline or local cellular. 011-52-664-x-xx-xx-xx from US phones.
044-664-x-xx-xx-xx if calling to a local cellular from a local landline or local cellular. 011-52-664-x-xx-xx-xx from US phones.
To call to the US from a mexican phone, landline or cellular, dial 001 then the US area code and number.
I have local services and don't know any way to block international calls.
The most common message you get when calling a cellular is something like "El numero TelCel (or Baja Celular) que usted marcó no esta disponible o esta afuera la area de servicio...". Which means it's probably turned off. If it has no credit you will probably get a message saying something like "El numero TelCel (or Baja Celular) que usted marcó esta temporaramente suspendido...".
