Fri Dec 5th2003
BANGKOK: The Thai government is drafting new legislation to end the widespread practice of offering sex at massage parlours, an official said yesterday.

The official of the Public Health Ministry said new regulations meant to stop massage parlours from offering ˇ°extra serviceˇ± were being drafted and were expected to implemented early next year.

ˇ°Some of the traditional massage parlours have hidden services, offering sex, but it's difficult for authorities to know which ones,ˇ± said the official.

The Public Health Ministry official said she expected police to begin cracking down on sex services offered at all massage parlours as soon as the new legislation was approved, possibly as soon as January or February.

She said both ministries would insist that massage businesses met strict hygiene standards as well as stopping the sex services. ¨C dpa

I think the key will be in how the law is enforced. If they enforced the prostitution laws that are already on the books, then Nanaplaza, Soi Cowboy, etc would not exist.

They can pass all the laws they want. As long as they keep paying their police force peanuts, the opportunity for bribes and corruption will still exist. I don't see this putting a major dent in the massage industry, but I guess we'll see.

The other factor that keeps getting overlooked in the debate is the cultural fact that a substantial majority of the male populace of Thailand frequently visit prostitutes. I've seen serious academic estimates that upwards of 70-80% of Thai men visit a sex worker at least once a month. We all know that the domestic industry dwarfs that which caters to the farang. How they plan on killing the sex industry with those kinds of domestic numbers is beyond me.

It really just looks like a face-saving by the goverment after that MP owner went public about the bribes he was paying. The really ironic thing about it is that the Mp's are really more a Thai thing in the first place. How can they say they don't know which ones offer sex? Most of the guy's that are making this law are probably their best customers.

The full text of this quote actually put soapies-- or "sanam ab op nauat" in Thai, in a different category. They were classified as Entertainment establishmets just like the bars and go gos -- so subject to different regulations. This particular law is aimed at the traditional Thai massage places that also offer sex as well.
I think the soapies and go gos will only be regulated not eliminated, but who the fuck knows !!

TITT !!!!! This is Thaksin's Thailand !!!

Some newer laws are enforced part of the time. Like the 2 am curfew(boy was it wild before the curfew, 24 hour nightlife); the no nudity at go gos reduced topless or nude go go dancing. That Chuwit guy probably talked too much and got the authorities pissed.

On the other hand, I was thinking it might actually be a good thing. The MPs have hundreds if not thousands of girls sitting there all day waiting for clients, getting an average of 1 client a day(that's what they all tell me). If they are out of the MPs and into the beer bars that's a lot of girls to pick up and maybe we'll pay for a whole day at 2 hr rates.
