Why you should be sure to include everything on your customs declaration.
This from BBC World, Feb 11 2006:
US immigration officials have arrested a Haitian woman after baggage screeners found a human head in her luggage at a Florida airport.
Myrlene Severe, 30, has been charged with failing to declare the head on a customs form and transporting "hazardous material".
She arrived at Florida's Fort Lauderdale airport on Thursday on a flight from Cap Haitien in north Haiti.
Ms Severe said that the head was to ward off evil sprits, officials said.

Maybe the immigration guy said "you don't have a visa but if you give me head I'll stamp your passport"; she then hands him the bag.
Curious about how the poor bastard it used to be attached to never comes into question. Hazardous material. Ms Severe indeed.

I thought the airlines encouraged you to bring your own food these days since they no longer serve meals on flights? I think in parts of Haiti a human head is considered a delicacy.
