Would like to use your US cell phone number on your overseas phone, i.e. like prepaid TIM phone in Brazil?
Forward your US cell phone # to your Skype-In number, then set the forwarding options in Skype for when you are not using Skype to your overseas cell phone. You only pay the incoming international rate for that call. For Brazil, for example, it would only be .17 cents per minute.

Actually, the Brasil mobile rates are .213 cents per minute. If you forward to a landline in Rio it's only .033 cents per minute. Nevertheless, it's a good deal
