I have no health ins. and I'm only just starting to look into this.
Are there low cost clinics, and if so, what would they be listed under?
One place in West Hollywood, CA. charges $130-$150 for STD testing, and $50 for HIV testing.
Is this average?

The San Diego County STD clinic charges $14.00 & you can get the fee waived.
Other counties ???

Orange County Health Department gives free testing for HIV and pretty much all other STDs.
Takes a week to get your results.

There are doctors in TJ. HIV test $22 and doctors fee $70 if you need it.

If you live in LA go to the LA County Health Dept in downtown LA on Figueroa St. They charge nothing for all the tests. Opens at 9 and 12.

To add on to Mr. Paunch's note:
San Diego County does have anonymous HIV test sites where testing is free and you don't even have to register with a name.
El senor is correct though if you want full STD testing from the county you will need to go to one of four STD clinic sites and be asked to pay a $14 fee. HIV testing is available with these other tests but is only done confidentially (name-based).
Fee includes exam, testing, and on-site medications (as needed), and hepatitis B vaccination, which is a no brainer if you've never been vaccinated. Would cost you a couple of hundred for the 3 shot series if you paid out of pocket at a private clinic.
And yes, the fee can be waived if you aren't able to pay at the time of the visit.

Got tested today for "normal STDs" (Syphilus, Ghoneria, Claymydia) [excuse my spelling]
$14.00 (Testing & Treatment) + $5.00 (for mailed results).
I get my free HIV testing separately because it's anonymous.
Testing for Herpes is only done if you have a sore for a sample. Blood testing for Herpes is about $85.00 from a list of providers that the county gives you.

They can give you info. on other locations. This
clinic is very good. Get there early, they usually fill up by noon. $17.00 for everything
unless you are at poverty level then I think it's free.

All the addresses, phone numbers, available tests and price info is there.
Note: the number for the Central Region Public Health Center has changed. It is 619-229-5400.
Also some of the clinic hours have changed slightly in the past couple of years since the web page was updated. So, do call the clinic of choice before showing up. All the locations and days of service are correct though.
