More dispersed. Nearly all office workers start around the same time, but quitting times and plans after work vary. Some people need to stay late; a lot of people go out with their co-workers after work, or shopping, or what have you. They're not all going home at the same time. This is why the greatest concentration of stunners is to be seen in the morning. Mind you, I said "greatest concentration." That's not to say you won't see stunners on the Skytrain at any given time of the day!
