There is some crime and some BS there, but if you are at all worried, take the vanilla route and HIRE A TOUR GUIDE (e.g. Riotrips). If you find yourself in San Diego, there's always Tijuana. The place is VASTLY underrated. People at this site bag on the place constantly, but it is really, truly ok. (there I said it, and didn't even smirk in the process)
