TJ cleaner and smells less than it did 10 years ago? It actually has improved immensely in the last year-and-a-half. One wag posted a while back that even the street hounds looked fatter and sleeker...and it's true. Those dogs were rib-visible scrawny about 3 years ago, but the plethora of discarded food available in the dumpsters to date has made a noticible difference in their appearance. TJ would be significantly different if it was not the gateway city to the 9th largest economy in the world, namely California. Most of the ner'do'wells that hang in the Zona are trying to get across to the US or they are preying on those that are trying to get across to the US. The Zona Norte is sort of gathering ground for "coyotes" and "polleras". Frontera, the newspaper ran an article recently where it reported that people were paying $1000 USD a piece to "guides" who will get them across the border... Also, in the last year-and-a-half, I've noticed less passed-out drunks on the sidewalk and less junkies with needles stickin' out of their arms while they're on the nod in front of the Bucaneer Bar.
