I mean, the police likely arrested me on the primary motive of ripping me off. But, the motivation of crime deterrence must exist in the back of their minds, too. And I was thinking, for my arrest to act as a deterrence, they had to penalize me by one form or another, such as jailing me, fining me (by the judge), or citing me in warning (by the judge). For that matter, bribe was a bona-fide penalty, because it hurt my pocket. So, your assumption that they might have let me go if I had gone to the police station may not be true, cuz without any effective penalty, I would have "gone home and told my friends not to worry about the police and whoring on Rev". This would have been a negative publicity on the police authority and crime deterrence effort.
