If you check out the FAQ of the website you will find the answers to some of your doubts. A couple of the key points are: A Annex 10 of the United Nations Charter on Road Traffic states that an International Drivers License be issued in booket form with pages of translation. The translation pages are the reason the International Drivers License were created. Also, it states that IDL's are valid in all member countries of the United Nations. I far as I know Mexico is still and has always been a member of the United Nations. The IDL has a photo of you on it. Who knows by presenting an International Drivers License to a TJ cop he may think you are a diplomat and you have "diplomatic immunity." It has the translation pages and with the UN mentioned on it AND he may think twice on trying to take advantage of you..... because it is valid in Mexico. If he is doing something wrong he will probaly not risk his job on something he is not sure of. Just as long as you also have a color copy of your state issued DL or Passport you should be legitimate as far indentifying yourself even though the IDL is valid itself. The purpose is to use the IDL so you don't risk losing your state issued DL.
