HM, I've never had a bad experience with a TJ cop, and have witnessed them helping out gringos on several occasions ( oftens times the gringo is jabbering away in English and is enraged about whatever happened to him, and is irritated that the cop doesn't appear to understand him...) I don't know what percentage of TJ cops speak English - I'd presume it's a small number...but the cops will typically try and figure out what's goin' on and do the best they can with it. I've seen TJ motorcycle cops trying to moderate disputes out in front of Adelitas, between gringos, girls and waiters... If you're an "ethical and conscientious cop" that TJ cop job might just be the toughest in the whole world... KRICO
