I just have to make a comment here because I think Tijuana's finest are getting a bad rap. Most of these guys are pretty good guys. Many are from the neighborhoods and the job represents a real step up in life for them. Like a lot of U.S. cops, they are more interested in helping people and being community servants than anything else. Of course, like any police dept. they have their troublemakers and bad guys. Police work often does attract those who go to it because it's an opportunity to legally beat up and bully others, but these are not the norm. There have been many postings in the past of TJ police rescuing mongers from rateros or taking their side against a belligerent hooker. So don't believe none of them give a shit about their American visitors. Even the chamber of commerce will admit the ZN bars bring in lots of incidental money from mongers who still have to eat, sleep, and shop in the city, and pay good taxes all the while.
