I like to walk into downtown from the border during daylight hours myself. I take the buses as well. I don't know how late they run from the terminal into downtown. Look for them just west of the yellow taxis and just south of the pharmacies. The buses are usually lined up facing east. There will be barkers yelling, "Centro, centro, calle tercera". These buses drop you off on Constitution between 2nd and 3rd. If there are no buses/barkers you will have to walk or take a taxi. I believe you can catch the return route, which leaves downtown from a curbside stop on the south side of 3rd street near Constitution, until around 9:30pm or so. (I am an early bird and usually am heading home by then.)
