When the taxi drops you off by that last liquor store where does he turn around? He is in the farthest lane to the right at that point with, what, about 6 lanes to his left to get across. Plus, to get to the liquor store he has to make that weird detour in the Rio Zona area that ends up in that narrow single lane which merges into the main traffic flow. It wouldn't seem worth it to him unless traffic as a whole is light
