There is a seperate lane for the busses that is called the sentri lane. It is seperated from the normal traffic lanes that you use to cross in your car. There is a U turn area in the far right side of this lane that takes them back to where they want to be (either Plaza Rio area or the main TJ entry road). There is also one other point they could take you. Most would be a little afraid to see a cab taking them there. It is a tore up dirt road that brings you within 50 yards of the yellow line. Most cabbies ask for $7 to take you there.
The only reason I can think that more taxi's do not use this route is because of the number of police in the Plaza Rio circle and the little make shift sub station for the cycle cops that is in the area. If you are ever in TJ in the mornings during the week this will be your only options if you take a cab. I have actually found it quicker to walk than deal with a cab during the week. There is no way they will wait in all the traffic and it still takes them a while some mornings to get to the sentri lane.
