I too should preface with a disclaimer that I absolutely do not want to get into the fray one side or another. Strict Swiss neutrality (LOL)! Just my observation too that's if indeed HIV is such a problem, which would have been greatly magnified given the amount of sex (controlled, uncontrolled, legal, illegal...) that's going on in TJ, the conspiracy and coverup involved probably make the JFK assasination, Roswell, Mulder's abduction, etc... pale by comparison.
