Here's MHO.

1. Don't know, but I'm sure that there's some kind of control on time.

2. The lot that WAS 5 Star and I believe NOT is called World Parking is the cheapest for overnighters. $6-8 per 24 hours. Yes, that is right, and it says that the fee is for 24 hours on the ticket and on the sign as you drive into the lot.

3. I like World parking. It's close, cheap and pretty well patroled by private security, SDPD and the US Boarder Patrol. (since it's right up against the boarder wall)

One note, I once got caught between a couple of illegals and a couple of armed BP agents. I ended up hitting the deck when the BP agents started pointing thier guns at the illegals. Hell, I still hadn't seen them. All I knew was that there were two green clad agents pointing guns in my direction and yelling Spanish commands at someone. So, I know that the BP is in there on a regular basis. Same really goes for all of the lots that are close to 'the line', but the lots on the east side of the freeway are priced for eight hour time slices. (again, it says so on the signs)
