As you may know, epidemiologic data from Mexico in general and certainly from TJ is somewhat scarce. The data that does exist is of questionable validity due to questions of methodology and standardization.

So, I think it is rather difficult to say what the extent of the problem is regarding HIV transmission revolving around the Tijuana sex industry in the year 2000, as it may not be well studied. OTOH, I am not well versed on all the epidemiologic literature revolving around HIV in Mexico and TJ, so there may be some wonderful, rigourous studies going on right now on Coahuila. I'm just basing my pessimism on knowledge of the levels of political and fiscal support that Mexican government has given to public health endeavors in the past.

Looking it from another angle, HIV is still not reportable in California (and about ten other states). AIDS is reportable, but given the long incubation period between HIV infection and development of AIDS, the number of new AIDS cases gives us a picture of HIV infection in the past, not the present. Even California can't say with good statistical surety the quantity or pattern of new HIV infections, since it is not a reportable infection. If we can't even get the whole United States on board with this, what should we expect from Tijuana, Mexico?
