I dont understand why you prefer to do qualitative research instead of quantitative.

You could collect so much hard data in the zona. Such as health cards - what percentage have them, what percentage test positive, reasons given for not updating, options for improving compliance, cost of computerization, imposition of surtax on bars to fund better health monitoring (including counseling). You could do a lot of calculations to form a base of facts and then analyze various policy options. That would be valuable to anyone.

If its just going to be subjective musings propped up by obfuscating terminology --- well thats why the public has a poor view of social "science".
