This brings up something interesting I recently heard on late night radio. A man was being interviewed who owned a private firm located in Las Vegas which provides security services to corporations all over the world. For example, if an executive is kidnapped in Latin America, this firm, for a price, will get him out. They typically negotiate with the guerillas but also are equipped with para-military forces to do it themselves. During the interview, he specifically mentioned several operations they performed in Tijuana. In one operation, they actually kidnapped a top drug lord to bring him back to the United States. He said they had a team of uniformed commandos who actually grabbed the guy during a football game. And he also claimed they used a helicopter in this operation. I wouldn't be surprised if the United States police are performing investigations and collecting information in Tijuana as part of the insane U.S. funded drug war.
