I have a friend who has flown out of TJ several times. He said that he never buys tickets until just before he leaves, because that is when they are cheapest. This, of course, is the exact opposite of American flights. He uses the travel agents in Plaza Rio. While this is second-hand information, he does generally know what he is talking about, having lived in the Tijuana area a couple of times.
