I personally have an apartment in TJ. Sometimes I really do not want to carry everything over. I have been driving in TJ for about 15 years and have only been stopped one time (my first time driving down there). My x mother in law still lives across the street from the fire station in the zone and I do take things to her now and than.
For everyone else unless you are going to be there for a couple of days and just do not want to get stuck paying some of the rates on this side of the boarder for parking it is very easy. I am, as I know a few other are "frequent" travelers to the zone. Five for 24 hours sure beats seven or so for 12 especially if you are going to be there for a 3 - 4 day span.

I agree that if you are only going in for the day, leave your car at the boarder. On the other hand, if you have to drive in park at the parking lot next to Masaje Azteca. It is underground and the rates are very good. It is not open late during the week but is open til 4am on Fri/Sat. sometimes late on Sunday but not all that often. It is located below the bank. It is a smaller lot and the guy really watches the cars. From there, it is a very short walk or cab to the zone.

This morning on my walk back to the boarder there where more police than ever in the zone. There was quite a bit of activity for 5am. I can say there are not as many thugs and bums on the streets in the morning. This makes me feel a little easier on my walks to the boarder. I think if you are stopped, each situation will be different. I do not agree with the bribe theory myself and will always insist on following them to the station to pay my fines although they are suppose to ticket you and you do have the option of paying by mail. The Tijauan Police department has a PO box in San Ysidro for fines.

There is also a parking lot on 5th across from the Paris hotel. It is not as good as the others mentioned but is open 24 hours with reasonable rates. I would not recommend the lots on Rev or surrounding areas.
