Yes, the police are my main worry as well. I also drive a very nice car in TJ, and have been targeted at times because of it. The only times I have paid off was when they had a point - $10 for no registration in the vehicle, $20 for parking in a fire zone (they had already towed one car). As for the drugs, yes that would be scary, but paying them off is still the wrong approach.
