Prostitution is not illegal, unless it occurs in a public place. The bars are considered private - one reason they all have door men who check ID's, etc. It's not just about the drinking age. Pimping, or benfiting off the prostitution of another is illegal. Ever notice how you have to leave the bar at CC (and AB, and most others) and walk on a PUBLIC sidewalk to get to the hotel? Historically that served to seperate the bar and the hotel, and cover them legally.
