BUT it seems as if pimping or operating a brothel is "technically" illegal (like you said).
it seems that AB and CC and the other are "effectively" operating illegally because they provide the environment for such activity.

BUT because the bar and the hotel are separate (though owned by them same owner), its not really a brothel. AB is bar, you can just drink chill and watch an occational strip show, and converse with the chicas. however, if you want a chick, pick one of the "independent contractors" and go to the hotel. no asshole middle man pimp (like in india) you have to go through.

the hotel just "happens" to be next to the bar. it seems like a legit hotel right?

everyone knows the "hustle" in the zona. im sure tj govt. knows what kind of revenue (especially with the influx of gringos and our $$$) the zona brings. with the corruption in mex/tj "turning a blind eye" to 4 blocks in a obscure location is no big deal.
i know were from all walks of life, occupations backgrounds, but in my opinion this is a dirty game (much like the d game) and rules change and fluctuate all the time dependeing on the situation. if your looking for some "brightline rule" its not likely to happen (not that its impossible). we all play this game. you just have to be aware, and not put yourself in those situations.
