The pedestrian bridge is 99 percent safe during the day and twilight hours...you are only a 20 minute walk from the Zona to the USA...Even crossing late at night is pretty safe if you follow a group of drunken gringos back...(or sober gringos...).
Muggings can occur anytime, anyplace...one of the most brazen (as reported on the old ASPT board) taking place at 7:30 AM on the corner of Rev and Articulo 123, right next to the "Tourist Office" and across the street from the "Bienvenidos Tijuana!" arch...
