I've seen Mexican guys go for it several times...and they laugh and make fun of each other. In addition a chica I was sitting with wanted me to hold her hand while we each held one of the electrodes in the other hand...I refused, my level of trust in those guys abilities to construct a safe power source is pretty low, so she did it herself and survived the highest setting of the potentiameter (sp). I'm more apt to believe it's more of a fun/tough guy test than some sort of purification device...but hey...whatever floats your dentures.
