An exact translation is not possible, but -"chingar" means to totally fuck something up - the phrase "chinga tu madre" is incredibly offensive.

"La Chingada" is a place that doesn't really exist, but is used as follows:

"Eso es de la chingada": this is totally fucked up.

"Hace un calor de la chingada": it's hot as fucking hell.

"Vete a la chingada": go to fucking hell.

Again, these are not literal translations (la chingada isn't really hell, which would be "infierno"), but capture the meaning pretty well.

As for hypocrasy, I don't think it is hypocritical at all to go to a place with the intention of screwing several women, yet not wanting to be offered young underage girls.

Still, I personally would politely refuse their offer (say, "no me gusta niñas, quiero una mujer", which means "I don't like little girls, I want a woman"). Saying something totally offensive to a waiter in a bar in Mexico where you plan on spending time is not likely to get you good service, and could be extremely dangerous.

But, if you are bent on pissing someone off, and aren't all that concerned about your physical well being, ¡Vete a la chingada! or ¡chinga tu madre! are guaranteed to do it.
